WALNUT CREEK, CA – The Integrated Healthcare Association (IHA), a statewide leadership group active in health care policy and managed care issues, has elected the following officers:

Sharon Levine, MD, has been a practicing pediatrician with The Permanente Medical Group since 1977 and associate executive director for the Medical Group since 1991. She has broad responsibilities for human resources (recruitment, compensation, clinical and management training), diversity, public relations, health policy, and community and government relations. Dr. Levine is board certified by the American Board of Pediatrics and is a member of the American College of Physician Executives, California Medical Association, American Medical Women’s Association, and American Medical Association. She received her undergraduate degree from Radcliffe College and her MD from Tufts University School of Medicine. In Northern California, The Permanente Medical Group employs 4,000 physicians and serves 3 million members enrolled in Kaiser Permanente, the state’s largest HMO.
Thomas J. Davies is the manager of managed care for the West Region of Verizon. He directstheir “value purchasing” strategy for the selection, evaluation, problem resolution, and performance reporting of more than 30 competing HMOs and specialized vendors offered under Verizon’s health benefits program to approximately 70,000 employees, retirees, and dependents in a 13-state region. Davies also serves on the boards of directors of the Pacific Business Group on Health and Pac Advantage, the State’s recently privatized health insurance purchasing cooperative for small employers. He is a member of both the Advisory Committee on Managed Care and the Financial Solvency Standards Board of the California Department of Managed Health Care and chairs the Steering Committee for IHA’s Pay for Performance initiative. He received his BA from Miami University, MPA from the University of Pittsburgh, and JD from the John Marshall School of Law.
Steve McDermott has chaired the IHA Board since January 2000, leading the successful effort to create a statewide Pay for Performance initiative. He has led Hill Physicians Medical Group since 1984, when he organized it under an exclusive management contract with PriMed, a physician group management company that he chairs. Hill Physicians is the largest IPA in the country and largest capitated medical group in California, with 2,200 participating physicians, 20 affiliated hospitals, and 375,000 managed care enrollees in Northern California. It has received many performance awards, including being named the top medical group in California by the Pacific Business Group on Health. Prior to developing Hill Physicians, McDermott was CEO of MedAmerica, a company that organized and managed emergency physicians in six states, executive director of the Bay Area Emergency Medical System, and executive director of California Emergency Physicians. He received his undergraduate degree in business from Providence College and a master’s in Business and Health Administration from George Washington University.
Donald J. Rebhun, MD, MSPH, is president and medical director of Greater Valley Medical Group and Physician Association, and regional medical director for HealthCare Partners Medical Group, based in Torrance. Board certified in internal medicine, Dr. Rebhun joined Greater Valley Medical Group in 1984 as a full-time practitioner and director of urgent care. He was named medical director and president in 1989 and still sees patients as well as serving as an assistant clinical professor of medicine at the UCLA School of Medicine. He is a board member of the California Association of Physician Organizations (CAPO). Dr. Rebhun received all of his degrees from UCLA – a bachelor’s in biology, a master of science in public health, and his medical degree. Greater Valley represents several hundred physicians in the medical group and IPA and serves more than 50,000 capitated patients and many non-capitated patients in the San Fernando Valley.
Paul Swenson joined Blue Shield of California in 1998 as chief executive of the Northern Region. He was named chief financial officer in December 1999. From 1989 to 1998 he served in a number of California-based general management roles for Aetna. His experience includes management of sales, marketing, provider relations, medical management, claims, and member services for numerous managed care and related insurance product lines. Prior to joining Aetna U.S. Healthcare, Swenson worked in the health care consulting practices of Amherst Associates and Ernst and Young. He received his B.A. from Duke University and an MBA in Finance from the UC Berkeley.
