About the Align. Measure. Perform. (AMP) Program:

The AMP Program provides a complete picture of health care performance in California by engaging our stakeholders (health plans and health care providers) to align on standards and measure sets for performance measurement. The program measures everyone by the same standards to create clear, reliable, value-based performance benchmarks from combined data. It supports high-value care through a standard incentive design, public reporting, and public recognition awards for top performers.

Reporting relationships:

This position will report into the Chief Operating Officer and will lead a team of 6-10 staff members including 2-3 direct reports.

Core job duties and responsibilities:

  • Overall responsibility for strategy and execution of the program including P&L management and optimization, leveraging program fees from clients, and cost efficiencies.
  • Manage and oversee day-to-day operations of the AMP program and team to deliver on-time, accurate results through data collection and validation, reports and benchmarking, analyses, and dissemination of information.
  • Develop strategy and processes to effectively create and deliver data and analytics insights and products to clients and the industry, demonstrating AMP’s core capabilities.
  • Maintain an on-going focus on business development opportunities within performance measurement, reporting, data use, and related areas, inclusive of both private and California state sponsored opportunities, including CA HHS, OSHPD, DHCS, DMHC and CDI.
  • Assess staffing needs and determine optimal staffing structure.
  • Develop and assign performance goals and lead the team to delivering on them.
  • Build a consensus among stakeholders to expand and enhance programs in the field of performance measurement, transparency, and alignment of incentives.
  • Partner with and manage external vendor relationships to design proper analytics frameworks.
  • Provide technical guidance on models and analyses.
  • Collaborate and develop relationships with cross-functional leadership.
  • Implement and maintain budgetary and resource allocation plans.
  • Leverage IHA’s California reputation to national policy influence and client participants outside of California, inclusive of purchasers, purchaser coalitions, national associations such as NQF, NCQA, AHIP, CMS, CMMI, NBGH, BCBSA, corporate plan leadership with multi-regional or national presence (Anthem, Aetna, Cigna, Humana, Centene, UHC, HCSC) and nationally recognized provider organizations such as Cleveland Clinic, Geisinger, Intermountain Health, Dignity/Common Cause, Optum Provider. 

Qualifications:

  • Advanced degree required- MBA, MPH, MD preferred.
  • Direct experience in managing provider or plan quality improvement, performance measurement and improvement and/or network management, ideally in California or in a heavily delegated/capitated environment.
  • Direct user experience with analytics, performance reporting, benchmarking, and performance related products.
  • Report and product development familiarity, ideally through work experience with a healthcare analytics organization or company.
  • External stakeholder relationship building.
  • P & L, budget, and business planning.
  • Demonstrated ability to lead and communicate with people all at levels of the organization.
  • Ability to inspire and develop team members and create a great work environment where individuals can learn and grow.
