In 2001, the Integrated Healthcare Association launched its large-scale P4P program. Health plans and physician organizations worked with IHA to develop the program in response to California’s multiple overlapping and dissonant physician quality report cards.
In the P4P program’s early stages, it focused solely on quality improvement. It later evolved to merge quality, patient experience, resource use, and cost measures into a single incentive program across multiple health plans - IHA’s Value Based P4P program. The program, now known as Align. Measure. Perform. (AMP), has grown into one of the country’s largest, most established value-based healthcare performance improvement programs.
This 2016 issue brief details five major program implementation and design decisions stakeholders considered during the transition from a quality-based to a value-based P4P program. The information is meant to inform other payers, providers, and stakeholders as they navigate value-based care.
